The USGA recommends against the use of "winter rules" or preferred lies (i.e. "Senior Bump" for day to day use). It places those clubs and individuals who use such a rule at a disadvantage. It artificially reduces a persons index by improving the conditions in which a stipulated round is played. The rules provide for situations such as plugged balls and casual water. When asked by one of his players if they were playing "winter rules" today, Mr. Harvey Penick, one of our century's most renowned instructors retorted, "We are playing golf today son, however, you may play whatever game you like. In the game of golf, the ball is played as you find it."
We here at Discovery Bay subscribe to this practice, hence you do not see a "Winter Rules" sign posted outside the Pro Shop during the rainy months. However, You and your partners can always choose whatever modifications you see fit to for your normal weekly outings.
